Mary, Joseph, and Zechariah all got visits from angels. A giant star pointed the way for the Magi and a concert from a heavenly host alerted shepherds to the birth of a savior. When it comes to news about such an important birth, it's unlikely to think that the Shepherds would receive the news to meet the Christ child first.
